Why it sits there. Most of Shreveport is built on clay. Clay takes in very little water: once the top few inches are wet, the rest runs off or sits on top. If it runs into a low spot with no fall, it stays until the sun takes it. More topsoil, more sand or a different grass does not change that. The water needs a way out.
How we get rid of it. If there is somewhere lower the water can go, a ditch, the street, a lower part of the lot, we reshape the ground or cut a shallow swale so it runs there. If the yard is flat and there is nowhere for it to fall to, we put a catch basin in the wet spot, or a French drain through it, and pipe the water to an outlet. If it is water standing against the house, that is a regrade along the foundation first.
What decides which. The levels. Where the water collects, where the nearest low point is, and whether there is enough fall between them for water to run. We check that on the visit with a level, not by eye, because a lot of Shreveport yards look like they slope one way and actually slope the other.

Where it comes from. On a steeper bank, a rock face or a low retaining edge at the foot holds the soil while the grass comes back. On a ditch or creek bank at the back of the lot, rock rip-rap on the cut face stops it moving further.
Lots under construction. Silt fence along the low side of a lot, trenched in so the mud cannot get under it, keeps the soil on the lot and off the street until the yard is finished. We install and remove it.
